Der Bezirk wurde am 1. April 1974 gebildet und entstand aus der Fusion des Municipal Borough Buxton sowie der Urban Districts New Mills und Whaley Bridge. Von der Grafschaft Cheshire wurde der Rural District Tintwistle hinzugefügt.
