Graciela Morales F. de Echeverria war Abteilungsleiterin in Costa Ricas Sozialbehörde und wurde 1947 als Vertreterin ihres Landes Gründungsmitglied in der UN-Frauenrechtskommission, die einen wesentlichen Beitrag zur Formulierung der UN-Menschenrechtscharta leistete.[1]
