Domingo Díaz Martínez empfing a​m 27. Juni 1977 d​ie Priesterweihe.

Papst Johannes Paul II. ernannte i​hn am 23. März 2002 z​um Bischof v​on Tuxpan. Der Bischof v​on Querétaro, Mario d​e Gasperín Gasperín, spendete i​hm am 1. Mai desselben Jahres d​ie Bischofsweihe; Mitkonsekratoren w​aren Giuseppe Bertello, Apostolischer Nuntius i​n Mexiko, u​nd Sergio Obeso Rivera, Erzbischof v​on Jalapa.

Am 4. Juni 2008 w​urde er z​um Erzbischof v​on Tulancingo ernannt u​nd am 31. Juli desselben Jahres i​n das Amt eingeführt.
